Andrea Marr was born in Northern California and moved all over the state as a child. At age 7, her father’s job took the family to Rome, Italy. She spent the next decade living in Italy, during which she had incredible opportunities to travel and experience other cultures. She attended international schools and made friends from all over the world. Her love of travel and adventure, and her strong belief in public service motivated her to apply to the US Naval Academy. She was nominated to attend the academy by Vice President Al Gore and started in June of 2001.
At the Naval Academy, Andrea held multiple leadership positions and competed with the Academy Karate team. She was recognized for her leadership by the Naval Academy Superintendent and graduated with a degree in Aerospace Engineering. Upon graduation, she reported to USS PRINCETON, a guided missile cruiser, where she served as the Gunnery and Ordinance Officer on two deployments. After completing her first tour, she attended Navy schools in South Carolina and New York to complete qualification as a nuclear reactor operator. She subsequently served aboard USS NIMITZ, a nuclear Aircraft Carrier. On NIMITZ, she led a division of 20 nuclear trained machinist mates for two years, including a 10-month deployment to the Persian Gulf.
Andrea’s mother, Gladis, was born in Nicaragua and came to the US as a child. After completing her commitment to the Navy, Andrea traveled to Nicaragua to learn more about her heritage and volunteer with a local non-profit that installed solar panels and small hydroelectric plants. After six months in Nicaragua, she returned to the US to work for an energy efficiency company in Seattle. Eager to move back to Southern California, Andrea transitioned to the regional office in Irvine in 2012 and moved to Costa Mesa.
Andrea also holds an M.S. in Engineering Management from Old Dominion University. Her final coursework focused on the Leadership in Energy and Environmental Design (LEED) Green Building program. She was a 2013 recipient of the White House Champion of Change award for her work in energy as a veteran.
Andrea immediately fell in love with Costa Mesa and for the first time in her life, felt like she had found a permanent home. She met her husband, Scott, in Costa Mesa shortly after moving to the city; they bought a house and were married in early 2017. Scott works in sales in the construction industry and has lived in Costa Mesa for over 18 years.
In 2014, Andrea started her own energy management consulting firm to focus on making small organizations more energy efficient. In 2015, her company was acquired by Regatta Solutions, an energy solutions company based in south Orange County. She is a licensed professional engineer (WA State #49392) and currently works at Willdan as a Vice President responsible for Industrial Energy.
She was elected to the Costa Mesa City Council in November 2018 and has served as the Mayor Pro Tem since 2020.
